Germany's ambitious cancer certification program was launched in 2003, but there is no evidence on whether such a program has stimulated competition and patient choice in the direction of medical quality. While this is a complex issue to study, we recognize that the choice of where to undergo high-risk cancer surgery has a high potential to determine patient decision-making and can be reliably monitored. Therefore, we aim to analyze whether and how a national cancer quality improvement program can influence patient-provider choice in oncologic surgery.
