In India, Health Benefit Packages (HBF) currently do not account for cost variation for diagnostic and therapeutic treatment of patient groups. For instance, HBF compensate hospitals treating women suffering from breast cancer with the same flat rate payment, regardless of patient characteristics commonly associated with cost variation. These include age, co-morbidities, main surgical treatment, length of stay, and others.
In this project, we support the Center for Global Development (CGD) Europe with the development of a cost collection framework capable of making cost variation of inpatient breast cancer treatment visible in India. The result of this project might serve as a basis for further refinements of the inpatient payment system in India.
